About Penny Coulter

Penny Coulter has held Senior Management and Leadership roles mainly in the IT recruitment industry. She leads the People & Culture Practice at CDRU and has over 25 years’ experience in IT talent  acquisition and IT skills assessment techniques from C-level
executive search to deep technical roles across all disciplines and technologies. With extensive stakeholder and consulting experience, she has engaged all levels including C-Level executives across Business, Technology, Operations, HR and Procurement.

Industry sectors: Financial Services, Construction and Engineering, Infrastructure and Resources, Utilities, Transport, Healthcare, Retail, Pharmaceutical, Government and Vendor and Service Providers.


Penny’s experience extends to voluntary industry participation where she is presently on the Board of the Australian Computer Society Foundation. She is Chair of the National ICT Careers Week (a joint initiative with the Australian Council of Deans for ICT, ACS Foundation, Australian Computer Society and the Australian Information Industry Association). Penny was President of ITCRA (IT Contracting and Recruitment Association of Australia) for 4 years and an ITCRA Board member for 8 years.
As an accredited SFIA Consultant, Penny focuses on delivering value through HR Organisational Design and IT Skills Capability Assessment where she is proficient in utilizing the internationally recognized IT Skills Framework, SFIA.
Penny is involved in major integrated Change Programs that have an impact on People, Processes, Systems and Tools with the outcome to optimize productivity and efficiency and provide capability uplift across the IT organization. With a focus on People, Penny assists organisations in defining a new IT organizational structure that considers the resource capability needed to meet future demand and business objectives. In a collaborative approach, Penny undertakes a skills identification process to determine current capability, identifying skill gaps for capability development in line with organisational needs and mapping functional roles with the creation of new position descriptions. Outcome: an alignment of skills providing an effective use of resources; addresses individual development needs; reduces project and operational risk and provides the IT organization with the capability needed to support the business and meet future demand.
