#1353 RESC - Resourcing: refocus and separate out Workforce Planning change request accepted

As part of the review of people management coverage in SFIA, it is proposed that Resourcing RESC is refocused to exclude workforce planning aspects and these are to be covered in a new "Workforce planning" skill.

As part of the review of people management coverage in SFIA, it is proposed that descriptions for Resourcing RESC are refocused to exclude workforce planning aspects; and that these aspects are to be covered in a new "Workforce planning" skill.  This implements proposals detailed in Change Request #68

RESC has a combination of elements that prevent the skill being recognised as relevant to roles that actually have some responsibility for resourcing.  This problem is addressed by taking out clauses that describe workforce planning and covering these in a separate skill.

  • Contributes to transitioning of resources, complying with relevant statutory or external regulations and codes of good practice.

  • Manages the effective implementation of resource planning, recruitment, selection, assessment, onboarding and transitioning of resources.
  • Advises on standards, methods and tools for resourcing. Ensures compliance with relevant statutory or external regulations and codes of good practice.

Level 6

  • Takes overall responsibility for recruitment, selection, assessment, onboarding and transitioning of resources.
  • Audits and assesses the ongoing success and effectiveness of resourcing standards, methods and tools, such as retention analysis, media and supplier assessment, customer satisfaction and validation of selection methods.

  • Develops and communicates resource management policy, standards and guidelines in line with the organisation's strategic human resource plans.
  • Leads the development of plans to ensure that the organisation has appropriately skilled resources to meet organisational objectives and commitments.
  • Ensures that expert support is provided as required.

Level 6

  • Sets strategic resource management policy for a significant area of the organisation.
  • Oversees the development of plans to ensure that the organisation has appropriately skilled resources to meet organisational objectives and commitments.

I think it might get confusing with these two, if in workforce planning you describe it as the overall resource management .. how about something like ... The planning and mobilising of an organisation's resources and capabilities ....
