#1296 Decouple Test from Release Management change request accepted

The description of Release Management and skill levels make extensive reference to test as part of release management. This should be decoupled.

For example the definition of Level 4 says "Carries out the builds and tests in coordination with testers". Release Management may provide a governance function for ensuring testing has met required standards, but wouldn't necessarily get involved in actual testing.

Admittedly, automated testing as part of a build pipeline is perhaps starting to conflate these two together, but SFIA's definition specifically refers to "testers" thus not automated testing.
