#1413 Update TEAC to not be focussed on teaching IT change request accepted

The professional activity of teaching doesn't depend on the subject matter. Currently teachers outside of IT are "relegated" to other skills like ETDL and TMCR purely on the basis of the subject matter they teach.

Remove requirement for "computing and IT curricula" from the overall description and level based descriptions.

New skill levels added and additional comments and guidance notes added. Including clarity on the scope of the two skills.

If we remove this requirement then why have a separate TEAC skill? Could we extend ETDL to level 6 and lean on TMCR for the subject matter formation?

The current definition (and previous versions) doesn't suggest that the level being taught (e.g. degree level and above) is a defining factor, or that teaching must happen in an education system and not in the workplace.

A possible version of TEAC with no IT references below. In my view it's pretty unsatisfactory. Looking at what is unique compared to TMCR and ETDL - there is reference to evaluating and critiquing research in [insert subject matter] education, and reference to "special attention" being paid to pedagogy, otherwise most of this could possibly be covered by Learning Design and Development (TMCR) and Learning Delivery (ETDL). If there is a need for a separate skills for pedagogy then perhaps a Pedagogy SFIA skill should stand alone, separate from Learning Design and Development (TMCR) and Learning Delivery (ETDL).

## Overall Description
The specification, design, development, delivery and assessment of formalised curricula, at any level of the education system from primary through to tertiary (all age ranges) and in the workplace". Special attention is paid to the methods, techniques and pedagogy (the study of being a teacher, tutor or lecturer, and the process of teaching) relevant to the topic.

### Level 6
Leads specification, development and delivery of formal curricula in either a formal educational context, from primary through to tertiary level or in the workplace. Specialises in the advanced aspects of delivering subject matter education at the relevant educational level. Uses current techniques and methods to evaluate and critique research education relating to the subject matter and leads the development of good practice in learning content design, development and delivery.

### Level 5
Delivers formalised curricula either in a formal educational context from primary through to tertiary level or in the workplace. Specialises in delivering the subject matter at the relevant educational level. Is aware of the techniques and methods used to evaluate and critique research in education relating to the subject matter and applies good practice in learning content design, development and delivery.
