#1446 PDSV - review reference to skills/capability framework and make more generic change request accepted

PDSV level 4 refers to a responsibility "Maintains skills framework, or information about access to standard frameworks." - this should not be the only reference to skills frameworks. Some of the skill descriptions in PDSV are overly specific - so should be made more generic so can be used by a broader range of people and roles.
