#1391 Move assessment of Learning activities from competency assessment. change request accepted

Move "... assessing impact of learning/educational activities ..." from LEDA to Learning Design and Development (TMCR) or Teaching and Subject Formation (TEAC).

The assessment of the impact of learning and educational activities seems out of place in Competency Assessment, which is clearly more appropriate to the assessment of competency of an individual and not an educational activity.
