This is largely a cosmetic change to achieve a consistent syntax to all of SFIA's skill descriptions.

98 of the SFIA overall skill descriptions start with the word "The" .

4 skill descriptions do not follow this rule. (BENM, ISCO, QUMG, USEV).

This change request is to change BENM overall skill description to start with "The"
