#1493 Refocus Performance Management (PEMT) on managing staff (which includes employees and contractors) change request resolved

Performance Management (PEMT) has too much staff development responsibility to be appropriate for the management of contractors, but otherwise seems to cover the responsibility for performance. Move the staff development references to PDSV and refocus PEMT on performance management

Performance Management (PEMT) evolved as a 'catch-all' for line management but we now have a range of skills that describe people management responsibilities. We need to un-tangle the skills.
Refocus PEMT to task/objective assignment and management actions and the delegation of responsibilities for performance management.

What we decided

PEMT v9 tightened the Level 5 wording and reduced staff development from a standalone paragraph to a single supporting clause within the performance-monitoring paragraph, cutting its prominence without removing it from scope.
