#1540 Updated guidance for Service Level Management (SLMO) change request deferred

Reduce the formality of SLAs in SLMO. "Service expectations" for example are used in some organisations which are typically less formal/robust

Update guidance: Many organisations don't have formal SLA but much of the activity generally fits - can this be updated to reflect this use case?
