Remove the overlap with METL
Advice on software / procedures / processes / etc sounds like Methods and Tools (METL) ... perhaps this could be removed from Portfolio, Programme and Project Support (PROF)?

What we decided
Decline the CR on the basis that the overlap is domain-scoped and professionally distinct, and that removing tools language from PROF would reduce accuracy without eliminating any real confusion.
