#1618 Integrate Site-Level Environmental Metrics (PUE, WUE, CUE) and Separated IT/Facility Load Management into Facilities Management (DCMA) [GreenOps] change request pending
Amend DCMA at Levels 3–6 to mandate site-level telemetry monitoring (PUE, WUE, CUE), explicit separation of IT load from facility overhead, cooling setpoint optimisation, and colocation provider data integration.
CR Raised in consultation with global GreenOps industry groups.
Problem Statement
SFIA 9 Facilities Management (DCMA) focuses on physical buildings and data centre facility operations. However, facilities managers frequently lack explicit competencies to separate facility overhead from actual IT load, leading to annual portfolio-averaged PUE figures that mask highly inefficient sites or unutilised cooling. Furthermore, data centre managers require defined competencies to track Water Usage Effectiveness (WUE) and Carbon Usage Effectiveness (CUE), optimize cooling setpoints against dynamic IT load, and validate colocation/utility provider disclosures.
Proposed Change
Amend DCMA descriptors at Levels 3–6:
- Level 3 (Apply): Collects and records site-level energy, water, and IT load data, identifying facility overhead anomalies and reporting energy/water statistics.
- Level 4 (Enable): Measures IT load and facility overhead separately at site level; evaluates colocation provider energy/water disclosures and calculates site-level PUE, WUE, and CUE.
- Level 5 (Ensure, Advise): Sets facility efficiency standards, optimises cooling setpoints and power distribution to eliminate stranded facility overhead, and integrates IT load forecasts with critical facilities planning.
- Level 6 (Initiate, Influence): Establishes organisational policies for sustainable facility management, sets site-level PUE/WUE/CUE performance targets, and governs colocation/utility commercial agreements for environmental transparency.
Rationale
- Resolves the primary failure mode where estates teams hold facility data, IT holds load data, and the metrics are never integrated.
- Direct alignment with GreenOps facilities manager profile requirements and global environmental reporting standards.
Note: More than 36 jurisdictions globally are actively adopting or aligning their corporate disclosure regulations with the IFRS Sustainability Disclosure Standards (ISSB) to create a global baseline for climate and sustainability reporting. Beyond the UK, the EU, and Australia, numerous other countries have formally finalised their approach to adopt or closely align with these rules, including Brazil, Canada, Chile, China, Hong Kong, Japan, Malaysia, Mexico, Nigeria, Qatar, and Turkey. Additionally, nations such as Singapore, South Korea, India, and Indonesia are in advanced stages of implementing ISSB-aligned frameworks.
