#1612 Information and Data Compliance (PEDP): New levels 2 and 3 change request pending
From a review of the mapping of SFIA 9 to Australian Public Service Data capability framework (DCF 2.0)
The DCF 2.0 capability Information and Data Compliance (PEDP) maps directly to SFIA Information and Data Compliance (PEDP).
The DCF capability descriptors at L4-L6 closely follow SFIA PEDP. A significant finding is the level range extension at L2-L3.
- The Security, Privacy and Ethics behavioural factor (SCPE) partially covers the awareness dimension at these levels, but comparison reveals that SCPE’s L2-L3 content (“good understanding of role’s rules”, “applies appropriate professionalism”) is more general than the data-specific compliance activities the DCF describes: assisting with compliance processes, identifying non-compliance issues, understanding data legislative obligations, communicating data management frameworks to others.
- This is the strongest candidate for a SFIA 10 change request. Extending PEDP to L2-L3 would need SFIA aligned capability-framed descriptors rather than the awareness language used in the DCF.
Possible starting points:
- Level 2: Assists in information and data compliance activities. Follows established procedures for handling data in accordance with legislative and regulatory requirements. Helps identify and report potential non-compliance issues.
- Level 3: Supports the implementation of information and data compliance practices. Applies organisational data governance frameworks and legislative requirements to own work activities. Communicates compliance requirements to colleagues.
