#1611 Governance GOVN: helping users understand how to combine GOVN with domain skills change request pending

From a review of the mapping of SFIA 9 to Australian Public Service Data capability framework (DCF 2.0)

The DCF’s approach - mapping the DCF capability Data Governance (GOV) to SFIA skills DATM + GOVN - is a resolution of how domain-specific governance relates to SFIA. 

  • At L1-L5, Data Governance (GOV) in DCF 2.0 is primarily data management practice (following policies, applying frameworks, monitoring compliance), which DATM covers.
  • At L6-L7, Data Governance (GOV) in DCF 2.0 becomes governance activity (defining frameworks, directing implementation, providing assurance), which GOVN covers. 
  • This provides one illustration of how domain-specific governance can be addressed through combining GOVN with domain skills in role profiles, rather than requiring separate governance sub-skills.

If there is a SFIA 10 enhancement opportunity, it is in GOVN guidance: making explicit that governance is applied in domains such as data, information, technology, and security - helping users understand how to combine GOVN with domain skills.
