#1596 Define the authority needed to fulfil responsibilities and accountabilities change request pending
SFIA should be explicit about the level of authority needed to fulfil the responsibilities and accountabilities it describes, and should treat authority as distinct from autonomy.
One cannot rightly be made responsible or accountable for something without sufficient authority to make it happen. If someone is made responsible for something, they should be given sufficient authority to carry it out, and that level of authority should be made explicit so that those around them recognise it. For example, in a peer review a software architect's proposed architecture should stand unless it can be shown not to meet the requirements, rather than being overridden on stylistic grounds.
