From a review of the mapping of SFIA 9 to Australian Public Service Data capability framework (DCF 2.0)

The storytelling and narrative dimensions of this DCF capability go beyond what any single SFIA skill covers. VISL addresses data visualisation and developing narratives around datasets (added in SFIA 9), and DAAN covers communication of findings to stakeholders. The DCF’s additional emphasis on persuasive communication, audience engagement strategy, and organisational storytelling culture is a valuable contribution.

This is the area where the DCF most clearly adds value as an interpretation layer. SFIA’s approach (communication as part of doing analytics and visualisation well) is sound at the framework level, while the DCF’s decomposition provides richer guidance for development conversations. Rather than requiring a new SFIA skill, SFIA 10 guidance for VISL and DAAN could be enriched to make the storytelling and narrative communication dimensions more visible. Draft guidance enhancements are proposed in the accompanying follow-up analysis.
