#1595 Consider strengthening leadership content in the generic Level 5 descriptor change request pending

A suggestion was raised that the generic Level 5 descriptor could be more explicit about leadership demonstration, which is increasingly expected at this level in practice

This relates to the generic responsibility level descriptors rather than individual skills and to the need for clear difference between level 4 and level 5.
