#1583 Consider operating within legislation as a generic attribute change request pending

There may be value in expressing the capability to operate within legal and regulatory boundaries as a generic attribute across all SFIA skills.

We struggle with how to treat skills to do with working with legislation - not the creation of new legislation, but the more generic working within legislation. It gets a bit of a mention in some compliance (PEDP) and quality skills (QUAS) skills, but I wonder if it could be considered as a generic attribute - I think it would be applicable across much of the public service. 

Proposed change applies to Generic attributes, business skills and behavioural factors
