#1603 Consider adding clarification to RESC whether resourcing has to be external or can also be internal change request pending

Is RESC (resourcing) limited to external recruitment, or does it also apply to the internal resourcing of projects and teams with existing employees?

As a lecturer at Cardiff University, my experience of supervising our placement students at some of the big consultancy firms is that whenever a new project is started for a particular client, an ad-hoc team is built to run this project. This team consists of people who are already employed by the consultancy firm. Would selecting the members of such a team be considered as "resourcing", or does this term only apply in the context of recruitment of outsiders (i.e. people not yet working for the firm)? That is, is putting together a team of existing employees to work on a particular task/project considered as "resourcing"? The level 4 criterion "Implements internal resource allocation matching skills to tasks" seems to imply that internal resourcing is covered, but why does this only apply to level 4?
