Separate staff development from performance management
Could the development of staff be moved into Professional Development (PDSV) - this would make this skill appropriate for managing contractors as well as employees
Level 5 should make clear mention of conducting appraisals of performance - both formal and informal.
Onboarding new members into the team could be included here
Lvl 5 says encourages... I would put this as Lvl 4 and Lvl 5 takes from Lvl 4 Coaches ...
