#1552 Show that Competency Assessment (LEDA) and performance appraisals are not the same change request pending

Clarity that this is a specialist area separate from the understanding of staff capability needed as an input to performance management or professional development.

Need to clarify how this is different from performance appraisals that should be covered by PEMT - i.e. this skill covers the formalisation of the assessment of skills and competency (in much the same way as AUDT and QUAS formalise the assessment of controls, risks, quality measures well beyond the managers' responsibility for the quality of their teams' work)
