General purchasing is not well covered by SORC, SUPP, ITCM but is a common activity with different levels of responsibility
Purchasing doesn't include sourcing activities and is less concerned with ongoing management of suppliers or contracts, but might include making informed choices on product or vendor from approved options in order to balance urgency/financial constraints/organsiational standards.
Examples would include licence administrators and office managers who might be responsibile for licence/hardware purchases.
