Performance Management (PEMT) has too much staff development responsibility to be appropriate for the management of contractors. SUPP doesn't describe the relationship with most contractors.
With increasing use of contractors (and in some cases dedicated roles for managing contractors) we need a skill that clearly outlines the activities for managing contractors. This could be an updated PEMT (preferred), or a seperate skill.
