#1543 Expand sourcing to non-RFx methods change request pending

Use of RFPs, RFI, etc is very formal. A lot of sourcing doesn't require this level of formality.

Doesn't describe non RFx sourcing. Not everything has an RFP
Do we need a purchasing skill for those who negotiate with and manage purposes through existing vendors?
