#1550 Better guidance for Workforce Planning (WFPL) change request pending

Unnecessary formality in some parts. In others this skill can be confused for more general planning of work (not the workforce).

Guidance notes: unclear where "ensuring compliance with relevant statutory or external regulations and codes of practice." enters this skill
Guidance notes should make clear this goes beyond scheduling resources and planning work
Could this be renamed to "Capability Planning" to reflect that it's not just a "number of people needed" metric that we are planning for?
diversity and inclusion - skills here are developing and are particularly applicable to digital roles considering the growth of AI. Could be growing large enough to develop out of WFPL

Examples of the need to ensure compliance...
Managing any potential layoffs, restructuring, or displacements compliant to laws e.g. advance communication policies and severance/redundancy payment rules
Ensuring hiring and internal mobility practices for new positions/re-skilling comply with employment laws
