#1561 Align the new bid and proposal skill levels to the APMP/APMG certifications change request pending

There are existing certifications for bid and proposal people, so aligning the new skills (which is a great idea) would be good.

The Association of Proposal Management Professionals (APMP) has a certification programme - https://www.apmp.org/certification/

The certification levels would probably map well to levels 3-5. APMG (the examiner) has already done some mapping - https://www.apmp.org/certification/
